TITLE OF BILL:
An act to amend the multiple dwelling law, in relation to requiring fire
extinguishers in certain rented dwellings
 
PURPOSE:
To require fire extinguishers in certain dwellings. SUMMARY: OF
PROVISIONS:
Section 1 amends the multiple dwelling law by adding a new section 69 to
require fire extinguishers in certain rented dwellings.
Section 2 provides that the act shall take effect on the first of Janu-
ary next succeeding the date on which it shall have become law.
 
JUSTIFICATION:
In dense urban housing environments, small tires can quickly escalate
Into building-wide and block-wide emergencies, threatening lives and
property. Ensuring that residents have immediate access to properly
installed fire extinguishers provides a critical first line of defense
that can stop small fires before they spread. Beyond the direct safety
benefits, preventing residential fires also reduces environmental harm
caused by smoke, debris, and hazardous materials released during struc-
tural fires. Fires frequently displace families and can permanently
remove housing units from an already constrained housing market, further
exacerbating housing shortages. Additionally, fire damage drives higher
insurance costs for property owners and tenants alike, placing further
financial pressure on residents and the housing sector. By requiring
extinguishers that meet standards set by the New York State Fire
Prevention and Building Code Council, this legislation strengthens
public safety while also helping protect housing stability, environ-
mental quality, and economic affordability for residents,
