TITLE OF BILL:
An act to establish an educator development workforce for the purpose of
contracting with EDHUBNY, a nonprofit organization, for support of New
York's educator workforce; and making an appropriation therefor
PURPOSE:
To address critical workforce shortages across New York State's child-
serving childcare and education system-spanning early childhood, early
intervention, special education, and K-12-by funding a successful coor-
dinated educator workforce development initiative utilizing registered
apprenticeships in coordination with grow-your-own strategies, strategic
staffing and retention models, and streamlined credentialing pathways.
SUMMARY OF PROVISIONS:
Section 1: Definitions.
Section 2: Establishes the workforce initiative.
Section 3: Lays out provisions related to workforce contracting with
EDHUBNY.
Section 4: Sets the date that EDHUBNY shall submit a report to the
Governor, the temporary President of the Senate, the Speaker of the
Assembly, the Assembly Ways & Means Chair, and the Senate Finance Chair.
Section 5: Appropriates the sum of money out of the general fund.
Section 6: Sets the effective date.
JUSTIFICATION:
The Legislature finds that a comprehensive, cross-agency workforce
solution to both act as an intermediary and provide technical assistance
for education entities and childcare providers to engage in registered
apprenticeships and additional child serving pathways, support, and
retention strategies is necessary to ensure that New York's children,
from birth through graduation, are supported by a stable, well-prepared
educator workforce.
Educator shortages threaten child-care availability, early learning,
special education, and K-12 instruction. The funding is needed to grow
the number of educators over the next decade. Instead of the number of
overall educators reducing due to retirement, we should be investing in
expanding registered apprenticeships and retention strategies. Investing
in EDHUBNY will help grow the number of educators in the state.
