TITLE OF BILL:
An act to amend the legislative law, in relation to establishing a
uniform effective date for health insurance benefit mandates
 
PURPOSE OR GENERAL IDEA OF BILL:
Establishes a uniform effective date for health insurance benefit
mandates.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends adds a new section 43-a to the insurance law. Section
2 is the effective date.
 
JUSTIFICATION:
Numerous health benefit mandates are passed into law every year. Health
benefit mandate bills often are effective immediately or 180 days after
they are signed into law. These effective dates often make it difficult
for state regulators and health plans to work together to ensure there
is a common understanding of what is required and effectively inform
consumers about new benefits. Standardizing effective dates for health
benefit mandates would simplify and reduce administrative burden.
