TITLE OF BILL:
An act to amend the real property law, in relation to enacting the
"housing transparency act"
PURPOSE:
To enact a modernized rental housing transparency and compliance report-
ing system across New York State by establishing a statewide Rental unit
compliance registry administered by the Division of Housing and Communi-
ty Renewal, tenants lease term elections requirements, and to algin
eligibility for lawful increases with compliance with existing hazardous
code and establish a certification requirement.
SUMMARY OF PROVISIONS:
Section 1 defines the short title of this bill to be cited as the "Hous-
ing Transparency Act".

Section 5 this, act shall take effect eighteen months after it shall
have become law.
JUSTIFICATION:
This legislation addresses these gaps by creating a centralized Rental
Unit Compliance Registry administered by DHCR. The bill does not estab-
lish new inspection standards, nor does it supersede local building or
housing codes. Instead, it standardizes reporting mechanisms to improve
coordination, data accuracy, and accountability.
Importantly, the legislation aligns eligibility for otherwise lawful
rent increases with compliance under existing hazardous code require-
ments and certification obligations. By conditioning rent eligibility
upon correction of hazardous violations and proper registry compliance,
the bill ensures that rent increases are implemented only when units
meet basic habitability standards already required under law. Eligibil-
ity is restored upon documented compliance.
The bill incorporates exemptions for small property owners, provides
cure periods prior to penalties, and phases implementation over four
years to ensure administrative feasibility and minimize undue burden.
This measured approach promotes transparency, housing stability, and
responsible property management while preserving local authority and
supporting data-informed policymaking.

This act shall take effect eighteen months after it shall have become
law, provided that the Division is authorized to promulgate rule and
regulations necessary for implementation prior to such date implementa-
tion shall procced in phases stages as specified in the act.
