TITLE OF BILL:
An act to amend the penal law, in relation to consumer warnings regard-
ing rifles, shotguns, and firearms
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of the bill is require consumer warnings when purchasing
rifles, shotguns, and firearms
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends Section 400 of the penal law to add a new subdivision
21 to require warnings to purchasers of rifles, shotguns, and firearms.
Section 2 adds an effective date of 210 days after becoming law.
JUSTIFICATION:
Inspired by cigarette warning labels used in countries around the world,
the bill is designed to make the risks of firearms, including accidental
shootings, suicides, and domestic violence, clear and undeniable to
consumers at the point of sale. New York City passed a similar law in
2025.

EFFECTIVE DATE:
This act shall take effect on the two hundred tenth day after it becomes
law
