TITLE OF BILL:
An act to amend the criminal procedure law, in relation to granting
peace officer status to security officers employed by Albany Memorial
Hospital, Samaritan Hospital, and St. Peter's Hospital
PURPOSE:
Grants peace officer status to security officers employed by Albany
Memorial Hospital, Samaritan Hospital, and St. Peter's Hospital
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 of the bill amends section 2.10 of the Criminal Procedure Law
by adding a new subdivision 88 to designate security officers employed
by Albany Memorial Hospital (600 Northern Boulevard, Albany); Samaritan
Hospital (2215 Burdett Avenue, Troy); and St. Peter's Hospital (315
South Manning Boulevard, Albany).
Section 2 provides that the act shall take effect immediately.
JUSTIFICATION:
Hospitals increasingly face complex public safety challenges, including
workplace violence, behavioral health crises, and emergency department
overcrowding. Security officers are often the first responders to inci-
dents occurring on hospital property and must act swiftly to protect
patients, visitors, and staff.
The bill is narrowly tailored. Authority is limited geographically to
the property of specific Capital Region hospitals and immediately adja-
cent public areas, except in specific circumstances involving transport
at the request of local law enforcement. The measure does not confer
general law enforcement powers and does not authorize the carrying of
firearms absent proper licensure under state law.
