TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to authorizing
a distinctive "North Country Honor Flight" license plate; and to amend
the state finance law, in relation to establishing the North Country
Honor Flight fund
 
PURPOSE:
To authorize the issuance of a distinctive "Honor Flight" license plate
and establish a dedicated fund to support Honor Flight activities
through revenues generated by such plates  
SUMMARY OF PROVISIONS:
Section one: amends the vehicle and traffic law by adding a new section
404-ff
Section two: amends the state finance law by adding a new section 97-ss
Section three: establishes requirements for the design, production, and
issuance of the distinctive plate
Section four: sets the effective date
 
JUSTIFICATION:
The amended language of this bill creates a mechanism to generate dedi-
cated funding in support of Honor Flight, which provides honor flights
for veterans. By authorizing a distinctive license plate and directing
excess service charge revenues to a dedicated fund, the legislation
enables voluntary public participation in supporting veterans' programs
while ensuring that administrative and production costs are addressed
through existing distinctive plate structures.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, those
sections one and two shall take effect on the one hundred eightieth day
after it shall have become a law.
