TITLE OF BILL:
An act establishing the adult care facility voucher demonstration
program; and providing for the repeal of such provisions upon expiration
thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
Establishes the adult care facility voucher demonstration program
 
SUMMARY OF PROVISIONS:
Section 1 establishes the adult facility voucher demonstration program
within the Department of Health.
Section 2 establishes that the program shall operate in at least three
counties, all representing urban, suburban, and rural settings to
provide a sliding-scale subsidy for adult care facility residents who
are at risk of losing nursing home care. Section 3 directs the program
to examine whether such subsidy can reduce or delay the need for nursing
home care. Section 4 requires an assessment of the possible creation of
a similar program for individuals at risk for Medicaid funding nursing
home patients.
 
JUSTIFICATION:
The New York State Master Plan for Aging recommended 126 proposals to
prepare New York State to serve an ever-growing aging population.
Proposal 21 within the Master Plan for Aging recommended the creation
of a limited adult care facility voucher demonstration program. The
"forgotten middle" are individuals who are not eligible for Medicaid or
SSI but do not have a large disposable income, those who need Adult Day
Health services and do not have access to the services and programs they
need which accurately reflect their preferred location of residence or
the acuity of care their condition requires. Middle-income populations
have limited access to assisted living residence services or memory
care, resulting in a decreased quality of care and life. Inclusion of
urban, rural, and suburban counties will ensure diversification of the
population receiving services.

EFFECTIVE DATE:
This act shall take effect immediately and be deemed repealed three
years after the effective date.
