TITLE OF BILL:
An act to amend the education law, in relation to appointing represen-
tatives of community colleges to the board of trustees of the state
university of New York and authorizing counties to appoint members to
boards of trustees of community colleges when certain members have not
been appointed in a timely manner
 
PURPOSE OR GENERAL IDEA OF BILL:
Adds members to the board of trustees of the state university of New
York who represent the interests of community colleges
 
SUMMARY OF PROVISIONS:
Section 1: Titles this bill "Community College Representation Act"
Section 2: Legislative Findings
Section 3: Increases the number of SUNY Board of Trustees members from
eighteen to twenty-one and describes how those three new seats will be
appointed and their term of office.
Section 4: Notification requirements from the appointing authority.
Section 5: If the Governor fails to appoint a trustee to a board of
trustees of a community college within one hundred eighty days of a
vacancy, the local legislative body or county board in which the commu-
nity college is located shall be authorized to appoint a trustee to fill
such vacancy for the remainder of the unexpired term.
Section 6: Effective Date
 
JUSTIFICATION:
The SUNY system includes 30 community colleges, serving nearly half of
the total student population. Yet, these colleges and students are not
adequately represented on the SUNY Board of Trustees. These institutions
and their students deserve equal representation on this board.

EFFECTIVE DATE:
This act shall take effect immediately.
