TITLE OF BILL:
An act to incorporate the New Hartford Volunteer Exempt Firefighters'
Benevolent Association and providing for its powers and duties
 
PURPOSE::
This bill allows for the incorporation of the New Hartford Volunteer
Exempt Firefighters' Benevolent Association for the benefit of the fire
department and its members. This bill would greatly add in the retention
of active volunteer firefighters in the New Hartford community and aid
the department moving forward.
 
SUMMARY OF PROVISIONS::
This legislation establishes the New Hartford Volunteer Exempt Fire-
fighters' Benevolent Association as a not-for-profit corporation, grant-
ing it the standard powers and protection of such entities The legis-
lation also sets forth membership eligibility within the Association,
purpose, governance and oversight, organizational requirements and fund-
ing through Fire Insurance Premium Taxes.

JUSTIFICATION::
This bill was introduced at the request of the New Hartford Volunteer
Exempt Firefighters' Benevolent Association. This bill will help modern-
ize the organization and assist with recruitment and retention, which is
vital for volunteer firefighter organizations as they face new chal-
lenges every day.
