TITLE OF BILL:
An act to amend the retirement and social security law, in relation to
the retirement of traffic officers with the town of Elmira
PURPOSE OR GENERAL IDEA OF BILL:
To allow Elmira traffic officers to opt into the 20-year police and fire
retirement system.
SUMMARY OF PROVISIONS:
Section 1. authorizes Elmira traffic officers to opt into the 20-year
police and fire retirement system.
Section 2. states the requirements for retirement.
Section 3. states the pension benefits.
Section 4. states the Town of Elmira is responsible for the retirement
costs.
Section 5. states the effective date.
JUSTIFICATION:
This legislation has been proposed in response to a request from the
Elmira Traffic District Officers. Initially, when the 'Traffic District
was formed, its officers were not granted the opportunity to partake in
the 20-year police and fire retirement system. This legislation aims to
rectify that oversight.

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date upon which it shall have become a law. Effective immediately, the
addition, amendment and/or repeal of any rule or regulation necessary
for the implementation of this act on its effective date are authorized
to be made and completed on or before such effective date.
