BILL NUMBER: S9186
SPONSOR: CHAN
TITLE OF BILL:
An act to amend the public authorities law, in relation to a no fare
program for transportation on the Long Island Rail Road, the New York
city transit authority, and the Metro-North Commuter Railroad Company
for certain armed forces members, firefighters, and police officers
PURPOSE:
To provide a no fare program for NYCTA, LIRR, and Metro-North services
for registered active and retired aimed forces members, firefighters,
and law enforcement within the Metropolitan Commuter Transportation
District.
SUMMARY OF PROVISIONS:
Section 1: Expands the current no fare program for law enforcement on
the LIRR to active and retired members of the aimed forces, firefight-
ers, and retired law enforcement within the Metropolitan Commuter Trans-
portation District. Further, this program is expanded to include no fare
services for eligible participants on New York City Transit Authority
and Metro-North Railroad services. Lastly, this section makes technical
changes to the law regarding the current registration process to account
for additional eligible participants.
Section 2: Effective Date,
EXISTING LAW:
New Bill.
JUSTIFICATION:
Currently, the LIRR offers no fare services to active law enforcement
employed by the City of New York, Nassau County, Suffolk County, and
local law enforcement agencies within these counties. This program must
be expanded to all services provided by the MTA and its subsidiaries,
however, should not be limited to just current law enforcement. Not only
do our active law enforcement deserve this privilege, but this should be
extended to retired law enforcement, active duty and veterans of the
Armed Forces of the United States, and those who have served with Fire
Departments throughout the MTA District.
This program was originally conceived to incentivize active law enforce-
ment to ride the LIRR which provided an additional security measure on
such trains. By including the armed forces and firefighters, this bill
will provide additional layers of safety if a dangerous situation does
occur while using any of the MTA's services.
