TITLE OF BILL:
An act to direct the division of housing and community renewal conduct a
study on the demographics of tenants living in rent-stabilized apart-
ments in Nassau, Rockland, and Westchester Counties, and in the City of
Kingston; and provides for the repeal of such provisions upon expiration
thereof
 
PURPOSE:
This bill would require the division of housing and community renewal to
conduct a study of rent stabilized apartments to capture a snapshot
profile of demographics in certain jurisdictions outside of New York
City.
 
SUMMARY OF PROVISIONS:
Section one requires the division of housing and community renewal to
conduct a study of demographics of tenants in rent stabilized apartments
in certain jurisdictions outside of New York City. This study would
include the following demographics; income, race, ethnicity, ages of
residents in the apartment, the presence of children in the apartment,
and length of tenancy at the time of the study. The results of the study
shall be reported by city or county as applicable, and DHCR shall issue
the results of the report to the governor and the legislature.
Section two is the effective date.
 
JUSTIFICATION:
Building owners and tenant advocates are seeking access to demographic
data and have decried the lack of information. County level rent guide-
lines boards do not have staff to perform data analysis and therefore
rely on registration information at DHCR and a property owners survey
administered by the Office of Rent Administration. Unfortunately,
neither source contains the data owners and advocates are looking for.

EFFECTIVE DATE:
This act shall take effect January 1, 2027, and shall expire and be
deemed repealed thirty days after the delivery of the report described
in section one of this act.
