TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to the issuance
of license plates for vehicles owned by severely disabled persons
PURPOSE OR GENERAL IDEA OF BILL:
To expand the authority of the commissioner to issue disabled license
plates for multiple vehicles
SUMMARY OF PROVISIONS:
Section 1: Amends subdivision 2 of section 404-a of the Vehicle and
Traffic Law to: Allow issuance of disabled plates not just for one motor
vehicle owned by a severely disabled person, but also for additional
vehicles.
Section 2: Sets the effective date.
JUSTIFICATION:
Under current law, the Department of Motor Vehicles may issue only one
set of disabled license plates to a qualifying individual, limiting
flexibility for severely disabled persons and their families. In many
households, a disabled person may own or use multiple vehicles, or rely
on family members for daily transportation needs. The existing statute
does not account for these common, real-world scenarios.
This bill provides the commissioner with the authority to issue addi-
tional sets of disabled plates in the following situations: for multiple
vehicles owned and operated by the severely disabled person, or for
vehicles used by other severely disabled members of the same household;
and for vehicles owned by family members residing with the disabled
individual, when those vehicles are used to transport the disabled
person.
