TITLE OF BILL:
An act to amend the executive law, in relation to designating certain
entities relating to the decommissioning of Indian Point state agencies
for the purposes of MWBE participation
 
PURPOSE:
To include the decommissioning of Indian Point within the State's MWBE
goals.
 
SUMMARY OF PROVISIONS:
Section 1 requires the participation of minorities, women, and service-
disabled veterans in projects overseen by the Indian Point Decommission-
ing Oversight Board or the Indian Point Closure Task Force.
Section 2 provides for an immediate effective date.
 
JUSTIFICATION:
The closure of Indian Point is a matter of significant environmental and
economic concern not only to its immediate neighbors, but to the entire
State. This closure involves more than one billion dollars in public
work, yet there are no requirements ensuring that equity and inclusion
are considered in the composition of the workforce. There is no justi-
fication for allowing out-of-state companies to carry out this critical
State project without requiring them to provide meaningful opportunities
to minorities, women, and service-disabled veterans. MWBE requirements
are routinely imposed on projects far smaller in scope; equity and
consistency demand that the same standards apply to a project of this
magnitude, in alignment with the State's MWBE policy goals.
