TITLE OF BILL:
An act to amend the public service law, in relation to the reconnection
of service for low-income customers
 
SUBJECT AND PURPOSE:
The purpose of this bill is to rider sub section (f) stating as follow:
Where a low income customers have the inability to pay the full amount
of arrears in which was there basis for termination of service, upon
signing the reconnection plan the shall no pay no more than ten percent
of such customers monthly income plus the their current monthly bill.
 
SUMMARY AND DESCRIPTION OF PROVISIONS:
Section 1. Subdivision 1 of section 35 of the public services law as
amended by chapter 686 of law of 2002
Section 2. This bill shall take effect on the ninetieth day after it
shall become a law.
 
JUSTIFICATION:
The intent of this legislation is to establish reasonable conditions
with electric or gas corporations or municipalities with their customers
to allow and to provide such provisions to have reconnect services to
residential customers. With individuals not able to make their monthly
payments and in which their services end up being terminated due to
nonpayment or other extenuating circumstances such as health or safety
conditions. As well as unable to provide for their families or making a
choices to being able to eat or pay their utility bill. This legislation
recognizes that citizens have the right to have reasonable conditions to
dealing with their service provider when regarding reconnecting services
and negotiation to either make payment plans and to have services back
within twenty-four hours.
