TITLE OF BILL:
An act to amend the public housing law, in relation to transferring the
village of Potsdam housing authority to the village of Canton housing
authority; and to repeal title 102 of article 13 of such law relating to
the village of Potsdam housing authority
 
PURPOSE OR GENERAL IDEA OF BILL:
Transfers the town of Potsdam Housing Authority to the town of Canton
Housing Authority.
 
SUMMARY OF PROVISIONS:
Section 1. Provides repeals the authorization for the town of Potsdam
Housing Authority.
Sections 2 - 12. Provide for the continuity of operations and the trans-
fer of all functions, assets, records, and employees of the town of
Potsdam Housing Authority to the town of Canton Housing Authority.
Section 13. Effective date.

JUSTIFICATION:
This legislation would stabilize the finances of the Potsdam Housing
Authority and ensure continued operation of vital programs in both
Canton and Potsdam.
The legislation was requested by the boards of both authorities and has
the support of the relevant local governments.
