TITLE OF BILL:
An act to amend the cannabis law, in relation to limiting prohibitions
of advertising of cannabis products or services on billboards
PURPOSE:
The purpose of this bill is to allow limited and supervised advertise-
ment of cannabis products and services on billboards to promote licit
markets growth and enhance public health through consumer information.
SUMMARY OF PROVISIONS:
Section 1: paragraph (k) of subdivision 2 of section 86 of the cannabis
law is amended.
Section 2: Adds subdivision 2.a defining billboard advertisement and 2.b
provides a grandfather clause.
Section 3: The effective date.
JUSTIFICATION:
Given the total ban on advertising cannabis products under the current
cannabis law affects cannabis illicit market, public information on
regulated cannabis operations, tax revenues and economic growth.
Adjusting this current provision by limiting prohibitions of advertising
cannabis product and services on billboards will help consumers identify
licensed dispensaries, help licit market to compete and stand market
pressures posed by illicit cannabis market, increase revenues streams to
bolster state tax revenues. This will also strengthen rightful dissem-
ination of information regarding cannabis products and services and
create a balance between public health and economic growth.

EFFECTIVE DATE:
This act shall take effect immediately.
