TITLE OF BILL:
An act to amend the general municipal law, in relation to electronic
bell jar games; to amend a chapter of the laws of 2025 amending the
general municipal law relating to electronic bell jar games, as proposed
in legislative bills numbers S. 6351-B and A. 7475-B, in relation to the
legislative finding and purpose and the effectiveness thereof
PURPOSE OF BILL:
This is a chapter amendment that makes changes to L.2025, C.697.
SUMMARY OF SPECIFIC PROVISIONS:
This legislation amends the underlying chapter to narrow the definition
of organizations authorized to operate electronic bell jar vending
machines to specifically include veteran organizations and volunteer
fire companies that were licensed to operate bell jar games as of Novem-
ber 30, 2025.
It prohibits the operation of electronic bell jar vending machines in
any location restricted by a tribal gaming compact. It further limits
the use of such machines to bona fide members of the authorized organ-
ization, with an exception allowing the Gaming Commission to authorize
the use of such machines by non-members at fundraising events up to four
times per calendar year.
Additionally, this bill authorizes the Gaming Commission to assess regu-
latory costs on distributors, includes a non-severability clause, and
amends the effective date of the underlying chapter to take effect one
year after it becomes law.
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, sections one,
two, three, four, five, six, seven, eight, and nine of this act shall
take effect on the same date and in the same manner as a chapter of the
laws of 2025 amending the General Municipal Law relating to electronic
bell jar games, as proposed in legislative bills numbers S.6351-B and
A.7475-B, takes effect.
