TITLE OF BILL:
An act to amend the executive law, in relation to providing a rebuttable
presumption relating to recertification as a minority and women-owned
business enterprise
 
PURPOSE:
This is a chapter amendment that makes changes to L.2025, C.669.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by narrowing the timeline
for, applicability, and scope of the rebuttable presumption and adding
language clarifying that the Division of Minority and Women's Business
Development has the authority to review all applications subject to this
presumption.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.

EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2025 amending the executive law relating to
providing a rebuttable presumption relating to recertification as a
minority and women-owned business enterprise, as proposed in legislative
bills numbers S.596 and A.2296, takes effect.
