TITLE OF BILL:
An act to amend the general business law, in relation to transparency
and safety requirements for developers of artificial intelligence fron-
tier models; to amend a chapter of the laws of 2025 amending the general
business law relating to the training and use of artificial intelligence
frontier models, as proposed in legislative bills numbers S. 6953-B and
A. 6453-B, in relation to the effectiveness thereof; and to repeal
certain provisions of the general business law, relating thereto
 
PURPOSE:
This is a chapter amendment to L.2025, c.699, to repeal the underlying
chapter and establish a new regulatory regime for artificial intelli-
gence with standardized criteria to promote transparency.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter amendment by repealing
the underlying chapter and establishing a new regulatory regime for the
training of artificial intelligence models, including requirements for
developers to publish Al frameworks with standardized criteria to
promote transparency, and require reporting of critical safety inci-
dents.
 
EXISTING LAW:
None.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter (also
known as the RAISE Act).
Artificial intelligence is evolving faster than any technology in human
history. It is driving groundbreaking scientific advances-leading to
life-changing medicines, unlocking new creative potential, and automat-
ing mundane tasks. At the same time, experts and practitioners in the
field readily acknowledge the potential for serious risks. Ai companies,
leading scientists, and international bodies are preparing for a world
in which Ai can be used to conduct devastating cyberattacks, aid in the
production of bioweapons, and even circumvent controls imposed by devel-
opers.
The negotiated changes to the underlying chapter aligns New York's RAISE
Act more closely with California's SE 53, and maintains requirements for
large Ai developers to publish and update their safety plans and report
on potential catastrophic incidents to the State.
 
LEGISLATIVE HISTORY:
Chapter amendment to Chapter 699 of the Laws of 2025. S.6953-B and
A.6453-B, both passed the Senate and Assembly, respectfully, in.June
2025.

EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2025 amending the general business law, in
relation to the training and use of artificial intelligence frontier
models, as proposed in legislative bills numbers S.6953-B and A.6453-B,
takes effect.
