TITLE OF BILL:
An act to amend a chapter of the laws of 2025 amending the public
service law relating to the provision of gas service to new customers,
as proposed in legislative bills numbers S. 8417 and A. 8888, in
relation to the effectiveness thereof
 
PURPOSE OF BILL:
This is a chapter amendment that makes changes to provisions of L.2025,
C.709.
 
SUMMARY OF SPECIFIC PROVISIONS:
This legislation amends the underlying chapter that directs the Public
Service Commission (PSC) to discontinue the requirement that the rate-
payer base cover the cost of new natural gas connections (the one
hundred foot rule) by adjusting the effective date from immediate to one
year after enactment.
 
JUSTIFICATION:
Pursuant to approval memo 84 of 2025, the Executive and Legislature have
reached agreement on modifications to the underlying chapter.
