TITLE OF BILL:
An act to amend the state finance law, in relation to protections for
telecommunications tower technicians; to amend a chapter of the laws of
2025 amending the labor law relating to providing protections for tele-
communications tower technicians, as proposed in legislative bills
numbers S. 2709 and A. 4938, in relation to the effectiveness thereof;
to repeal certain provisions of a chapter of the laws of 2025 amending
the labor law relating to providing protections for telecommunications
tower technicians, as proposed in legislative bills numbers S. 2709 and
A. 4938, relating to legislative intent; and to repeal article 21-C of
the labor law relating to protections for tower technicians
 
PURPOSE:
This is a chapter amendment that makes changes to L.2025, C.652.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by changing the effective
date, transferring the bill's provisions to the State Finance Law, and
requiring OGS oversight.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that sections
one, two, and three of this act shall take effect on the same date and
in the same manner as a chapter of the laws of 2025 amending the labor
law relating to providing protections for telecommunications tower tech-
nicians, as proposed in legislative bills numbers S. 2709 and A. 4938,
takes effect.
