TITLE OF BILL:
An act to amend the general business law, in relation to the restriction
of certain substances in menstrual products; and to amend a chapter of
the laws of 2025 amending the general business law relating to the
restriction of certain substances in menstrual products, as proposed in
legislative bills numbers S. 1548 and A. 1502, in relation to the effec-
tiveness thereof
 
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2025,
c.674, to prohibit the use of certain restricted substances in menstrual
products including, but not limited to, talc, lead, and mercury.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by removing DEC and DOH
oversight, removing the continuous testing requirements for uninten-
tionally added restricted substances, and changing the scientific names
of restricted substances.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.
 
LEGISLATIVE HISTORY:
Chapter amendment to Chapter 674 of the Laws of 2025. S.1548 and A.1502
passed the Senate in January 2025 and Assembly in March 2025, respec-
tively.
 
FISCAL IMPLICATIONS:
None.
 
EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2025 amending the general business law restrict-
ing certain substances from being used in menstrual products, as
proposed in legislative bills numbers S.1548 and A.1502, takes effect.
