TITLE OF BILL:
An act to amend the public health law and the general municipal law, in
relation to directing counties to develop and maintain comprehensive
county emergency medical system plans; and to amend a chapter of the
laws of 2025 amending the general municipal law relating to directing
counties to develop and maintain comprehensive county emergency medical
system plans, as proposed in legislative bills numbers S. 7501-A and A.
8086-A, in relation to the effectiveness thereof
 
PURPOSE:
This is a chapter amendment that makes changes to L.2025, C.703.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by requiring the Depart-
ment of Health (the "Department") to publicly post the county plan model
on its website, to remove the requirement that county plans become
effective upon the Department's verification, and to provide the Depart-
ment with 60 days to review plans and provide written feedback.
The county plans must also identify current emergency medical services
providers responsible for requests within each part of the county.
The effective date is replaced from immediately to six months after is
shall have become law.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter.

EFFECTIVE DATE:

CHAPTER OF THE LAWS OF 2025 AMENDING THE GENERAL MUNICIPAL LAW RELATING
TO DIRECTING COUNTIES TO DEVELOP AND MAINTAIN COMPREHENSIVE COUNTY EMER-
GENCY MEDICAL SYSTEM PLANS, AS PROPOSED IN LEGISLATIVE BILLS NUMBERS
