TITLE OF BILL:
An act to amend the general business law, in relation to the requirement
to include a comparison of prices charged by energy services companies
on a customer's billing statement; and to amend a chapter of the laws of
2025 amending the general business law relating to requiring comparison
of prices charged by energy services companies, as proposed in legisla-
tive bills numbers S. 3876 and A. 3875, in relation to the effectiveness
thereof
 
PURPOSE OF BILL:
This is a chapter amendment that makes changes to provisions of L.2025,
C.685
 
SUMMARY OF SPECIFIC PROVISIONS:
This legislation amends the underlying chapter to clarify the types of
customers to which Energy Services Companies (ESCOs) are required to
issue a bill comparison.
 
JUSTIFICATION:
Pursuant to approval memo 65 of 2025, the Executive and Legislature have
reached agreement on modifications to the underlying chapter.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
None.
 
EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2025 amending the general business law relating
to requiring comparison of prices charged by energy services companies,
as proposed in legislative bills numbers S. 3876 and A. 3875, takes
effect.
