TITLE OF BILL:
An act to amend the public health law, in relation to replacing the term
addict with the term person with substance use disorder
 
PURPOSE:
This is a chapter amendment that makes changes to provisions of L.2025,
c.546, to modify an additional outdated term.
 
SUMMARY OF PROVISIONS:
This legislation amends the underlying chapter by modifying an addi-
tional reference to the term addict.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter. :
Chapter amendment to Chapter 546 of the Laws of 2025. S.3416-D and
A.5892-B passed the Senate and Assembly in June 2025.
 
FISCAL IMPLICATIONS:
None.
 
EFFECTIVE DATE:
This act shall take effect on the same date and in the same manner as a
chapter of the laws of 2025 amending the public health law relating to
authorizing institutional dispensers to dispense controlled substances
for use off premises in an emergency situation for at least three days
and authorizing practitioners to dispense controlled substances for use
in maintenance or detoxification treatment to an addict or habitual
user, as proposed in legislative bills numbers S. 3416-D and A. 5892-B,
takes effect.
