TITLE OF BILL:
An act to amend the public service law, in relation to enacting the
"billing transparency act"
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to require electric utilities, energy
services companies, and municipalities to provide clear, itemized, and
standardized billing information so that ratepayers can better under-
stand the charges appearing on their monthly utility bills.
SUMMARY OF PROVISIONS:
Section 1: Title Billing Transparency Act
S2: Section 44 of public service law is amended by adding a new subdivi-
sion 8
S3: Effective date that this act shall take effect
JUSTIFICATION:
Electric bills have become increasingly complex, leaving many New York-
ers unable to understand how their monthly charges are calculated or why
costs fluctuate. As energy prices rise and affordability remains a top
concern, particularly for low- and moderate-income households, transpar-
ency in utility billing is essential for consumer trust and informed
decision-making.
Ratepayers deserve to know how much of their bill reflects infrastruc-
ture investments, delivery costs, taxes, surcharges, and credits. With-
out clear and consistent information, customers are unable to effec-
tively evaluate their usage, participate in energy programs, or hold
utilities accountable.
This legislation establishes a commonsense transparency framework that
empowers consumers, improves accountability, and enhances oversight
without altering rate structures or imposing unnecessary costs. By
requiring standardized billing formats, accessible explanations, and
regular reporting, the Billing Transparency Act strengthens consumer
protections while supporting the Public Service Commission's regulatory
mission.

FISCAL IMPLICATIONS:
This bill is not expected to result in significant fiscal impact to the
State. Any administrative costs incurred by the Public Service Commis-
sion are expected to be absorbed within existing resources.
EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become a law.
