TITLE OF BILL:
An act to amend the real property tax law, in relation to including all
lands in Ulster county as being subject to taxation
PURPOSE:
Currently only some local governments in Ulster County receive payments
in lieu of taxes for lands acquired for a public use by the Palisades
Interstate Park, and this bill extends that provision to all of Ulster
County.
SUMMARY OF PROVISIONS:
Section 1 applies subdivision (e) of section 532 of the real property
tax law to all lands in Ulster County.
Section 2 states the effective date.
JUSTIFICATION:
Upon the creation of the Sojourner Truth State Park, 500+ acres were
removed from the tax rolls. In the FY24, FY25, and FY26 budgets,
payments have been included in the State Operations budget bills to make
impacted municipalities whole. Making these payments permanent would
treat them similarly to other communities that host NYS Parks owned by
the Palisades Interstate Park Commission.
