TITLE OF BILL:
An act to amend the education law, in relation to recruitment incentive
and retention program for members of the New York state organized mili-
tia; to repeal certain provisions of such law relating thereto; and to
amend chapter 268 of the laws of 1996, amending the education law and
the state finance law relating to providing a recruitment incentive and
retention program for certain active members of the New York army
national guard, New York air national guard, and New York naval militia,
in relation to the effectiveness thereof
 
PURPOSE:
Amends the recruitment incentive and retention program to include
members of the New York guard.
 
SUMMARY OF PROVISIONS:
Amends the Education Law to authorize members of the New York guard to
apply for and receive tuition benefits through the recruitment incentive
and retention program and makes adjustments to the recruitment incentive
and retention program to allow for recipients to receive tuition bene-
fits while participating in an undergraduate or postgraduate degree
program, regardless of whether such recipients have already received an
undergraduate or post-graduate degree or diploma. Extends the program
from September 1, 2026, to September 1, 2031.

JUSTIFICATION:
Authorizing members of the New York guard to receive tuition benefits
for an undergraduate or post-graduate degree program under the recruit-
ment incentive and retention program will show recognition and appreci-
ation to members who proudly volunteer to serve the State of New York.
