TITLE OF BILL:
An act to amend the state finance law, in relation to the New York state
drug treatment and public education fund
 
PURPOSE OR GENERAL IDEA OF BILL:
To extend the types of services that can be funded by the NYS Drug
Treatment and Public Education Fund and increase transparency and
reporting requirements for the money disbursed from the Fund.
 
SUMMARY OF PROVISIONS:
Section 1 amends chapter 92 of subdivisions 3 and 4 of section 99-jj of
the state finance law related to the New York state drug treatment and
public education fund.
Section 2 sets forth the effective date.
 
JUSTIFICATION:
The monies in the NYS Drug Treatment and Public Education Fund support
substance use disorder treatment and drug education programs for youth
and adults, emphasizing culturally and gender competent, trauma-in-
formed, evidence-informed programs that offer a continuum of care. This
bill explicitly extends the types of services that can be funded to
include prevention, drug user health, and recovery programs, which are a
proven part of the continuum of care. The bill also increases transpar-
ency around the monies in the Fund and how they are disbursed.
