TITLE OF BILL:
An act to amend the general business law, in relation to prohibiting the
sale of certain anti-aging skin care products to individuals under the
age of 18
PURPOSE:
The bill seeks to protect minors from potential risks associated with
certain over-the-counter anti-aging skin care products.
SUMMARY OF PROVISIONS:
Section 1 defines key terms, prohibits retailers from selling anti-aging
skin care products to anyone under 18 without first conducting age
verification, establishes civil penalties for noncompliance
Section 2 sets the effective date
JUSTIFICATION:
The use of anti-aging skin care products has increased among minors,
driven in part by social media trends, misinformation about skin care
needs, and aggressive marketing of products intended for adult skin.
These potent ingredients can cause skin irritation, increased sun sensi-
tivity, chemical burns, and long-term damage when used improperly or
when applied to developing adolescent skin.
