TITLE OF BILL:
An act to amend the general business law, in relation to requiring
certain anti-aging skin care products to contain a warning label
 
PURPOSE:
The bill seeks to require retailers of certain anti-aging skin care
products o include clear and conspicuous warning labels informing
consumers of potential risks associated with product use, particularly
for individuals under the age of 18
 
SUMMARY OF PROVISIONS:
Section 1 defines key terms, mandates that certain products contain
warning labels, and establishes civil penalties for noncompliance
Section 2 sets the effective date
 
JUSTIFICATION:
The use of anti-aging skin care products has increased among minors,
driven in part by social media trends, misinformation about skin care
needs, and aggressive marketing of products intended for adult skin.
These ingredients, while beneficial for certain dermatological purposes,
can cause skin irritation, increased sun sensitivity, chemical burns,
and long-term damage when used improperly or when applied to developing
adolescent skin.
This legislation ensures that consumers are better informed by requiring
straightforward, visible warnings. By promoting awareness and encourag-
ing consultation with healthcare professionals, this bill advances
consumer protection without restricting access to products.
