TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to establishing
a distinctive plate honoring recipients of the Girl Scout Gold Award
 
PURPOSE:
Amends the Vehicle and Traffic Law to allow for distinctive plates for
recipients of the Girl Scout Gold Award
 
SUMMARY OF PROVISIONS:
Section I. the vehicle and traffic Law is amended by adding a new
section 404-ff
Subdivision 1, any person residing within New York State, upon request,
be issued a distinctive plate In support of recipients of the Girl Scout
Gold Award.
Subdivision 2, an application for such plate be filed with the commis-
sioner as commissioner shall prescribe.
Subdivision 3, Establishes that the plate will be issued in the same
manner as other numbered license plates upon the payment of the regular
registration fee and an initial one-time service charge of twenty-five
dollars.
Section 2. states that a distinctive plate can only be designed,
produced and issued upon the delivery to the department of a surety bond
in the amount of six thousand dollars. However if the Commissioner
receives prior to the plate design at least two hundred orders with the
annual service charge, no such Surety bond will be required.
Subdivision 2, deems that if upon the expiration of two years following
the date upon which distinctive plates in the series are first available
for sale two hundred or more sets of such plates are sold, a bond would
be discontinued. If fewer than two hundred sets are sold, the depart-
ment would be entitled to recover against the bond in an amount propor-
tionate to such shortfall.
Section 3 sets forth the effective date.
 
JUSTIFICATION:
Currently, The State of New York makes available many different distinc-
tive license plates to members of various groups. This legislation would
make it possible for recipients of the Girl Scout Gold Award to display
the accomplishment of many years of dedication to the seven steps taken
to develop a lasting solution to the challenge they have chosen; there-
by, receiving this prestigious award.
