TITLE OF BILL:
An act to amend the environmental conservation law and the state finance
law, in relation to enacting the "fast fashion waste responsibility act"
 
PURPOSE:
To establish the Fast Fashion Waste Responsibility Act, relating to
extended producer responsibility for textile products; and to amend the
environmental conservation law, in relation to post-consumer textile
waste and producer obligations
 
SUMMARY:
Section 1. Short Title. This act shall be known and may be cited as the
"Fast Fashion Waste Responsibility Act."
§ 2. Legislative findings and purpose. The legislature hereby finds and
declares that the fast fashion industry is a significant contributor to
environmental degradation. In New York State alone, textile consumption
generates over two hundred million pounds of waste annually

JUSTIFICATIONS:
The purpose of this act is to reduce the environmental impact of textile
waste through the establishment of an Extended Producer Responsibility
(EPR) framework. This law aims to shift end-of-life responsibility for
textile products to producers, promote sustainable product design,
increase recycling and reuse, support environmental justice, and encour-
age the development of a circular textile economy in New York State.
