TITLE OF BILL:
An act to amend the public authorities law, in relation to the central
New York regional transportation authority
PURPOSE:
Authorizes the Central NY Regional Transportation Authority ("CENTRO")
to increase the number of voting board members and makes other clarify-
ing changes to CENTRO's governing statute
SUMMARY OF PROVISIONS:
Section 1: Amends Section 1328 of the Public Authorities Law to increase
the maximum number of members on the CENTRO Board to 13 and clarify that
the non -voting member required pursuant to this statute cannot be
counted as the additional board member.
Section 2: Establishes the effective date.
EXISTING LAW:
Current law stipulates that the CENTRO Board of Directors consist of 12
members, including the chair and one non-voting member.
JUSTIFICATION:
Central NY Regional Transportation Authority ("CENTRO") is the public
transportation provider for the counties of Onondaga, Oswego, Cayuga and
Oneida counties and recently expanded to include Cortland County as its
5th member. To account for this expansion CENTRO requested this change
in its enabling legislation. Expanding the board from 12 to 13 members
provides CENTRO with the necessary room to allow for representation from
Cortland County.
