TITLE OF BILL:
An act to amend the civil service law, in relation to providing for a
preference for activated members of the New York army national guard or
the New York air national guard for competitive examinations for
original appointment or promotion
PURPOSE:
To provide a preference for activated members of the New York army
national guard or New York air national guard for competitive examina-
tions.
SUMMARY OF PROVISIONS:
Section 1 amends the civil service law, chapter 790 of the laws of 1958,
to include the New York army national guard and the New York air
national guard in competitive examinations for serving during a declared
state disaster emergency.
Section 2 defines the state disaster emergency that shall have the same
meaning as defined in section 20 of the executive law.
Section 3 amends subdivision 2 of section 85 of the civil service law to
receive additional credit in a competitive examination for original
appointment or promotion.
Section 4 establishes an effective date.
JUSTIFICATION:
On February 17, 2025, the Governor declared a disaster emergency in NYS
and activated the NY National Guard to assist at various correctional
facilities in the state. These National Guard members should be recog-
nized for their service and receive additional credit for the compet-
itive examination for original appointment or a promotion.

EFFECTIVE DATE:
Immediately and shall apply to all state disaster emergencies declared
on or after January 1, 2025
