TITLE OF BILL:
An act to amend the racing, pari-mutuel wagering and breeding law, in
relation to requiring harness racetrack locations awarded a gaming
facility license maintain live racing activity
 
PURPOSE:
This legislation will require harness racetrack locations awarded a full
gaming facility license to maintain live racing activity.
 
SUMMARY OF PROVISIONS:
Section 1 creates a new paragraph (c) of subdivision 1 of section 1355
of the racing, pari-mutuel wagering and breeding law to require harness
racetrack locations awarded a gaming facility license maintain live
racing activity.
Section 2 sets the effective date.
 
JUSTIFICATION:
With the expansion of pending full-license casinos in New York State, it
is essential that those sites that presently have racetrack locations
continue to offer live racing activity. The Racing Industry in New York
State provides more than 19,000 direct jobs and $3 billion annual impact
to the State. This bill would clarify and remove any vagueness or poten-
tial confusion in terms of racing activity.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
