TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to authorizing the town of Ramapo to establish a school
speed zone demonstration program; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE:
To amend the vehicle and traffic law and public officers law to give the
Town of Ramapo the authorization to implement measures to monitor and
enforce speed limits within such zones to protect the safety of
students, residents, and motorists.
 
SUMMARY OF PROVISIONS:
Section 1: The vehicle and traffic law is amended by adding a new
section 1180-h.
Section 2: Subdivision 2 of section 87 of the public officers law is
amended by adding a new paragraph (v).
Section 3: The purchase or lease of equipment for a demonstration
program established pursuant to section 1180-h of the vehicle and traf-
fic law, as added by section one of this act, shall be subject to the
provisions of section 103 of the general municipal law.
 
JUSTIFICATION:
The Town of Ramapo recognizes the importance of ensuring the safety of
children within school speed zones. Therefore, Ramapo would like to
implement measures to monitor and enforce speed limits within such
zones. To improve enforcement, the town intends to make use of photo
speed violation monitoring systems.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
become a law and shall expire December 1, 2031. Effective immediately,
the addition, amendment and/or repeal of any rule or regulation neces-
sary for the implementation of this act on its effective date are
authorized to be made and complete on or before such effective date.
