TITLE OF BILL:
An act to amend the education law, in relation to requiring the New York
state public high school athletic association to establish a central
committee, an executive committee, and state sport committees
 
PURPOSE:
The purpose of this bill is to authorize the Commissioner of the New
York State Education Department to require the New York State Public
High School Athletic Association (NYSPHSAA) to establish committees with
membership wholly representative of their member schools.
 
SUMMARY OF PROVISIONS:
Section 1: amends section 305 of the education law by creating a new
subsection 63, granting the commissioner the authority to promulgate
rules and regulations requiring NYSPHSAA to establish a central commit-
tee, an executive committee, and sport committees. The new subsection
also outlines membership requirements for each committee.
Section 2: effective date.
 
JUSTIFICATION:
NYSPHSAA is a non-profit, voluntary, educational service organization
composed of public, parochial, and private schools dedicated to provid-
ing equitable and safe competition for the students of its member
schools. The goals of NYSPHSAA include fostering a sportsmanlike envi-
ronment, and a commitment to diversity, equity, and inclusion.
To that end, this legislation seeks to ensure that students attending
member large city school districts represented by the Conference of Big
5 School Districts (Buffalo, Rochester, Syracuse and Yonkers) have a
voice on the committees responsible for.the gt vernance of NYSPHSAA.
