TITLE OF BILL:
An act to amend chapter 978 of the laws of 1966 relating to incorporat-
ing the South Lockport Volunteer Firemen's Benevolent Association, and
providing for its powers and duties, in relation to amendments to such
association's charter
PURPOSE:
To update the South Lockport Volunteer Exempt Firemen's Benevolent Asso-
ciation's charter.
SUMMARY OF PROVISIONS:
Section 1 Amends section 1,2,3,4 and 7 of chapter 978 of the laws of
1966. It changes the name to "South Lockport Volunteer Exempt Firefight-
ers' Benevolent Association."
Section 2 establishes who will be eligible for membership.
Section 3 states the purposes and duties of the association.
Section 4 states that the corporation shall have the powers of a not-
for-profit corporation and states what will happen upon the dissolution
of the organization.
Section 7 establishes the precept for payment of foreign fire insurance
premium taxes.
Section 2 establishes the effective date.
JUSTIFICATION:
Volunteer firefighters perform dangerous duties every day to keep our
communities safe. They receive no compensation for their efforts in
providing reliable protection to our health, wellbeing and property.
This was at the request of the South Lockport Volunteer Firemen's Asso-
ciation to change to a not-for-profit. This would give the association
some form of tax incentives and how to proceed should the association
dissolve.

EFFECTIVE DATE:
Immediately, provided that the amendments to section 7 of the chapter
978 of the laws of 1966 made by section one of this act shall apply to
taxes due on premiums received on and after January 1, 2026.
