TITLE OF BILL:
An act to amend the general municipal law, in relation to authorizing
municipalities to adopt local laws requiring the use of in vessel
composting
 
PURPOSE:
To amend the general municipal law to allow municipalities to opt in to
require in-vessel composting for the disposal of residential organic
waste.
 
SUMMARY OF PROVISIONS:
Section 1. Adds a new section 99-aa of the general municipal law.
Section 2. Establishes effective date.
 
JUSTIFICATION:
Open compost piles in densely populated residential areas can create
significant health and quality of life concerns. These piles often
attract pests, including rodents of unusual size, which feed on the
organic waste and contribute to increasing infestation. This bill allows
municipalities to require the use of in-vessel enclosed composting
systems, a more controlled method that helps eliminate exposed food
sources and reduce pests related problems.
