TITLE OF BILL:
An act to amend the administrative code of the city of New York, in
relation to prohibiting the issuance of tickets to residential occupants
for certain violations of the sanitation code
 
PURPOSE OR GENERAL IDEA OF BILL:
Residents of New York City should have the ability to leave town Friday
afternoon without carrying the burden of being ticketed for putting
trash out too early. Additionally, this legislation would allow for
Sabbath-observant members of the Jewish community to comply with city
rules without choosing between violating their religious beliefs or
getting a sanitation ticket, as they are not permitted to put trash out
on Friday once the Sabbath begins.
 
SUMMARY OF PROVISIONS:
Section 1 prohibits sanitation tickets from being issued for putting out
trash for collection from 3:00 PM on Fridays through 6:00 PM on Satur-
days.
Section 2 establishes the effective date.
 
JUSTIFICATION:
New York City recently enacted rules which prevent residents from being
able to put out their trash before 6 PM if the trash is in a bin with a
secured lid, or 8 PM if its in a bag. This new rule is a terrible incon-
venience for everyday New Yorkers who would like to leave town on Friday
evening. Additionally, this recent rule change discriminates against
Sabbath-observant Jews, who are unable to put out their trash once the
sabbath begins. Other rules have been suspended over the weekend in New
York City, like parking meters not being in effect on Sundays.

This act shall take effect immediately.
