TITLE OF BILL:
An act to amend chapter 674 of the laws of 1993, amending the public
buildings law relating to value limitations on contracts, in relation to
extending such provisions thereof
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to extend existing statutory authorization
allowing emergency contracts to exceed standard value limits through
June 30, 2028.
SUMMARY OF PROVISIONS:
Section one:
*Extends the expiration date of Chapter 674 of the Laws of 1993, moving
it from June 30, 2025, to June 30, 2028.
Section two is the effective date.
JUSTIFICATION:
This bill is needed to extend the law that allows state agencies to
exceed standard contract value limits when responding to emergencies,
such as major infrastructure failures, severe weather events, or urgent
supply needs. These provisions ensure agencies can act quickly to
protect public safety, maintain essential services, and prevent further
harm or disruption. Without this extension, the authority would expire,
potentially slowing emergency response and putting communities at risk.
