TITLE OF BILL:
An act to amend the village law and the public officers law, in relation
to residency requirements for clerk-treasurer or deputy clerk in the
village of Baxter Estates
PURPOSE OR GENERAL IDEA OF BILL:
Permits the clerk-treasurer or deputy clerk of the village of Baxter
Estates to live in Nassau county or an adjacent and adjoining county in
the state of New York.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 Amends the Village Law to Permit the clerk-treasurer or deputy
clerk of the village of Baxter Estates to live in Nassau county or an
adjacent and adjoining county in the state of New York.
Section 2 Amends the Public Officers Law to Permit the clerk-treasurer
or deputy clerk of the village of Baxter Estates to live in Nassau coun-
ty or an adjacent and adjoining county in the state of New York.
Section 3 consists of the effective date.
JUSTIFICATION:
The Village of Baxter Estates is seeking to amend the Village Law and
Public Officers Law regarding residency requirements for the positions
of Clerk-Treasurer and Deputy Clerk due to the increasing affordability
challenges facing countless New Yorkers. As living costs continue to
rise, it has become more difficult for staff members to reside in the
Village, limiting the Village's ability to retain dedicated employees
and recruit qualified candidates. By modifying these residency require-
ments, the Village would be able to support economic fairness, allowing
employees to live in more affordable communities while maintaining their
commitment to the Village, and expand the pool of potential candidates
for future positions. This bill would ensure that the Village has the
ability to attract and retain top talent.
