TITLE OF BILL:
An act in relation to authorizing the county of Rockland to offer an
optional twenty year retirement plan to John F. Leonard, Jr., a deputy
sheriff employed by such county
 
PURPOSE:
This bill would allow the county of Rockland to offer an optional twen-
ty-year retirement plan to John F. Leonard Jr.
 
SUMMARY OF PROVISIONS:
Section one authorizes the county of Rockland to offer an optional twen-
ty-year retirement plan, under article 14-B of the retirement and social
security law, to John F. Leonard, Jr., a deputy sheriff employed by such
county
Section two specifies all costs associated with this provision shall be
borne by the county of Rockland and may be amortized over a five-year
period.
Section three is the effective date.
 
JUSTIFICATION:
In August 2020, John F. Leonard Jr. was appointed as a Patrol Officer by
the Rockland County Sheriff. Though paperwork to reassign him from the
89P plan to the 553B plan was prepared and filed, it was not effectuat-
ed. This bill would allow the county to grant membership in the plan to
him.
