TITLE OF BILL:
An act to amend the retirement and social security law, in relation to
the final average salary calculation for Triborough bridge and tunnel
members
 
PURPOSE:
Relates to the final average salary calculation for Triborough bridge
and tunnel members
 
SUMMARY OF PROVISIONS:
Section 1 amends section 608 of the retirement and social security law
by adding a new subdivision f allowing for adjustment of the final aver-
age salary calculation for Triborough bridge and tunnel members.
Section 2 provides that the act shall take effect immediately.
 
JUSTIFICATION:
Officers, Sergeants, and Lieutenants of the Triborough Bridge and Tunnel
Authority are essential workers who worked through the pandemic without
any modification to their duties. These essential workers took on the
risk of contracting Covid-19 to assist the Triborough Bridge and Tunnel
Authority with their mission of the expeditious and safe movement of
traffic. During this period, the Triborough Bridge and Tunnel. Authority
drastically cut overtime, which has had a considerable impact on these
essential workers' retirement plans by reducing their final average
salary. This bill would provide a means to adjust their final average
salary and not punish essential workers who served the public through
the pandemic.
