TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to establishing a school speed zone camera demonstration
program in the County of Oneida; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE:
This legislation authorizes the County of Oneida to install and use
school zone speed cameras in several districts across the county and
send notice of violations to those who violate the speed limits.
 
SUMMARY OF PROVISIONS:
Section 1- Authorizes Oneida County to install and use school speed
cameras in a number of districts across the county, sets the parameters
for setting up the program in the districts and allows the County to
deliver notices to violators.
Section 2- Amends Subdivision 2 of section 87 of the public officers law
to add a new paragraph for images recorded by the cameras.
Section 3- Allows for the purchase and lease of equipment for the
program.
Section 4- Allows for the effective date on the thirtieth day after it
shall become a law.

JUSTIFICATION:
Oneida county has requested this legislation following a troubling trend
of increased speed violations through work zones and speed zones. The
county implemented a pilot program in several school districts earlier
this year with new speed cameras to capture and notify violators.
During the first week trial run, the speed cameras captured several
vehicles that traveled 50 miles per hour in a 25 mile per hour school
zone.
This program will give Oneida county oversight as to where to place the
cameras, and allows the county to send information to local law enforce-
ment as needed for further investigation.

EFFECTIVE DATE:
