TITLE OF BILL:
An act to amend the executive law, in relation to duties of the office
of the ombudsperson
 
PURPOSE OR GENERAL IDEA OF BILL:
Expands the authority of the Office of Children and Family Services
office of the ombudsman.
 
SUMMARY OF PROVISIONS:
Section 1. the executive law is amended to include the ability of
ombudsman to hear grievances and complaints and participate in adminis-
trative hearings regarding child day care licenses issued pursuant to
section three hundred ninety of the social services law, as part of the
duties of ombudsman.
Section 2. Provides for the effective date.
 
JUSTIFICATION:
This bill would expand and clarify the duties of the office of the
Office of Children and Family Services ombudsman by allowing the ombuds-
man to review complaints and the Office's existing procedures, as well
as hear grievances and participate in administrative hearings regarding
child day care licenses.
Currently, childcare providers are experiencing long wait times to have
their grievances heard. By expanding the authority of the ombudsman to
hear complaints regarding child day care licenses, this legislation will
help expedite the existing backlog, streamline the system and expand
access to child care in New York State.
