TITLE OF BILL:
An act to amend the executive law, the public health law, and the admin-
istrative code of the city of New York, in relation to postcard contain-
ing information about publicly available child care assistance programs
 
PURPOSE OR GENERAL IDEA OF BILL:
Relates to childcare assistance program postcards
 
SUMMARY OF PROVISIONS:
Section 1- Amends subdivision 16 of section 501 of the executive law to
develop and publish a postcard containing information about publicly
available childcare assistance programs and how individuals may apply
for and receive assistance under such programs.
Section 2- Section 206 of the public health law is amended by adding a
new subdivision 32 requiring the commissioner to mail informational
postcards about publicly available child care assistance programs.
Section 3- Section 17-166 of the administrative code of the city of New
York is amended by adding a new subdivision f requiring the department
to mail informational postcards about publicly available child care
assistance programs.
Section 4- Provides for the effective date
 
JUSTIFICATION:
Because of the high cost of living in New York, most parents rely on
child care providers to care for their children during the day when they
work. This high demand has produced both a scarcity of child care
providers and high costs.
Demonstrating this situation, Hudson Valley Pattern for Progress
concluded, "Childcare in the Hudson Valley is dwindling, expensive, and
struggling to remain viable under stress from demographics, economics,
and shifting policies."
That said, a lack of information about publicly available childcare
assistance programs has caused them to be underutilized. This legis-
lation would require the Office of Children and Family Services to work
with the Department of Health to develop a postcard with information
about the existing publicly available childcare assistance programs and
mail it to every household with a newborn child.

EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become law.
