TITLE OF BILL:
An act to amend chapter 434 of the laws of 2022 authorizing the commis-
sioner of the office of general services to convey certain unappropri-
ated state land to KIPP: Albany Community Public Charter Schools, in
relation to the time of transfer of certain lands and to the effective-
ness of such provisions
 
PURPOSE OR GENERAL IDEA OF BILL:
Provides the authorization to the Commissioner of General Services to
transfer and convey the state-owned land located at 596 Manning Boule-
vard, Albany, New York to KIPP Capital Region Public Charter Schools.
 
SUMMARY OF PROVISIONS:
Section 1: Provides authorization for the Commissioner of OGS to
transfer and convey such lands to KIPP Capital Region Public Charter
Schools, upon terms and conditions deemed proper.
Section 2: Provides general description of the state-owned land
located at 596 Manning Boulevard, Albany, New York that the Commissioner
of OGS is authorized to transfer and convey.
Section 3: Provides that the description of the land in section two of
this bill is not meant to be a legal description, and that, as a condi-
tion of any conveyance, KIPP Capital Region Public Charter Schools shall
submit to the Commissioner of OGS a survey and description of the prop-
erty.
Section 4: Provides that the Commissioner of OGS shall transfer and
convey the property described in section two of this act only upon
application by KIPP Capital Region Public Charter Schools, provides a
timeline for the application and conveyance.
Section 5: Provides for the approved uses of the land and that upon
termination of such use the land shall revert to the State of New York.
Section 6: Provides for an immediate effective date that shall expire
after three years of such date.
 
JUSTIFICATION:
The land located at 596 Manning Boulevard, Albany, New York, is vacant
property owned by the People of the State of New York, acting by and
through the Commissioner of Parks, Recreation and Historic Preservation
of the State of New York. The transfer of this property will alleviate
the need for maintenance and liability costs to the State and allow KIPP
Capital Region Public Charter Schools to maintain the property, improve
traffic flow, and provide increased public access to Tivoli Lake
Preserve in conjunction with the City of Albany.
 
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENT:
To be determined.  
EFFECTIVE DATE:
Immediately, and shall expire and be deemed repealed three years after
such date.
